Would it work? Could you take a product that is not manufactured in the UK possibly something like batteries and set up factories to manufacture them. The employees would be the long term unemployed, Instead of unemployment benefit they could be encouraged to take a slightly higher wage to work in this factory learning all the skills necessary to function in work. The factory should provide a canteen for workers welfare and a nursery all staffed by unemployed.
